INFLUENCING PUBLIC POLICY CHANGE

Influencing public policy change can be difficult and complex, particularly for those with limited power and resources. One of the key difficulties is that the development of public policy is rarely a linear process. It is constructed through complex interactions and negotiations amongst a range of stakeholders, including politicians, interest groups, advisers, bureaucrats, and a range of other actors. Many factors impact on the likelihood of policy change occurring.

34 KEY POINTS IN POLICY ADVOCACY STRATEGY DEVELOPMENT

  1. Advocacy can be generally understood as the process of building support for an issue to create change in attitudes, behaviors, policies, systems, or ways of doing things. Many organizations use advocacy to build support for a given issue, intervention, or technology among key audiences and move them to action. Policy advocacy is a specific type of advocacy.
  2. Policy advocacy is the deliberate process of informing and influencing decision-makers in support of evidence-based policy change and policy implementation, including resource mobilization.

THE ROLE OF AN EU ADVOCACY OFFICER

  • Identifying and acting on opportunities to support the implementation of  advocacy priorities through interaction with European institutions in Brussels.
  • Monitoring and influencing policy developments at the EU level;
  • Undertaking research and analysis on relevant EU policies and identifying opportunities;
  • Drafting updates, briefing notes, policy positions and talking points on relevant EU processes;
  • Supporting the organisation of advocacy events;

DEFINING ADVOCACY

In the simplest terms, advocacy is the process of speaking out for something, such as a cause or a policy. The English word is actually derived from the Latin term “vocare” (“to call”). So with the prefix “ad” (which means “for” or “towards”), advocacy becomes “calling for”. This definition clearly shows that advocacy is active, not passive.

PALESTINIAN LIVES MATTER!!!!

The decades-long crisis in Palestine has led to a deteriorating humanitarian situation. Palestinians live in an increasingly coercive environment compounded by the coronavirus pandemic. In the West Bank, as Israeli settlement activity continues to increase, Palestinians are prevented from developing adequate housing and lack access to basic services. In the Gaza Strip, recurrent clashes, an ongoing blockade and internal divides have resulted in a desperate situation for the population.
